The team is responsible for planning, compliance and daily administration to support organizational goals. Gulchera Boboeva

Gulchehra is a public health and international development leader with more than 25 years of experience delivering health, nutrition, WASH, and governance programs across Central Asia. She has led national and regional portfolios valued at up to US$10 million, including Oxfam WASH initiatives and multi-year USAID-funded health and nutrition programs.

As a former Area Health Advisor for Tajikistan, Uzbekistan, and Kazakhstan, she provided strategic and technical leadership while managing multidisciplinary teams of up to 70 professionals. An accomplished researcher and policy adviser, she has led studies on child development, food security, sanitation marketing, gender, and WASH, helping to shape evidence-based programs and national policy. As a UNICEF National Consultant, she led stakeholder engagement to develop Tajikistan's national health and sanitation sector roadmap.

Originally trained as a medical doctor in paediatrics with postgraduate qualifications in ophthalmology, Gulchehra combines clinical expertise with extensive international training in public health, nutrition, emergency response, research, and leadership. She is also the author and co-author of numerous publications and technical studies on public health, WASH, nutrition, and food security for organizations including USAID, UNICEF, and Oxfam.

As CEO of Equidev, Gulchehra leads the organization's strategic direction, governance, fundraising, and operational management, while building partnerships with bilateral and multilateral donors, private foundations, businesses, and social enterprises to advance inclusive development across the region.

Dilafruz is highly proficient in managing institutional funding compliance, and overseeing critical human resources and payroll operations. She specializes in auditing legacy project portfolios, clearing financial backlogs, and directly resolving long-outstanding donor contracts to optimize organizational efficiency. Through this work, she routinely delivers high-level financial reporting and forecasts that protect institutional resources and streamline humanitarian appeals. Dilafruz’ experience includes managing major portfolios funded by prominent international donors, including USAID, ECHO, SDC, the Japan Embassy, the World Bank, and IsDB.

Dilafruz has an extensive academic background, with a Master of Finance and a Master of Science in Linguistics from Kulyab State University in Tajikistan, complemented by a prestigious U.S. Department of State Undergraduate Scholarship for an ESL Certificate program at the University of Southern Maine. To advance her leadership capabilities, she also completed several high-level professional development programs in the UK.

Salohudin Abdurahmonov

A finance and accounting professional with over 12 years of experience, Salohudin brings strong expertise in project accounting, donor compliance, taxation, payroll, and financial risk management. He holds a bachelor’s degree in Finance and Credit from the Tajik State University of Commerce and demonstrates advanced technical proficiency in 1C Accounting, QuickBooks, Field Accounting Systems (FAS), vFER, and financial reporting platforms.

Throughout his career, Salohudin has led and coordinated finance operations for major development initiatives funded by USAID and the Global Fund (GFATM), managing project portfolios with budgets of up to USD 35 million. He has successfully overseen the financial management of 70+ sub‑recipients, more than 80 staff and 50 consultants, ensuring full compliance with U.S. government, donor, and national regulatory requirements. He has vast experience in financial reporting, audit facilitation, project start‑up and close‑out, and the development of finance and compliance policies for field operations, with contributions to flagship programs such as Feed the Future (FTF), Agriculture and Land Governance Activity (ALGA), Tajikistan Health and Nutrition Activity (THNA), and HIV/AIDS and TB response initiatives.

Starting as a field monitor with CARE International in 1995, she has systematically advanced into strategic management roles that safeguard organizational HR, administrative, and procurement efficiencies. Today, her comprehensive background with Equidev features the flawless execution of logistics coordination, multi-vehicle fleet oversight, and large-scale administrative operations.

During her impactful leadership tenures with prominent international organizations like Mission East, Helvetas, and Save the Children International, Gulbahor successfully directed end-to-end recruitment cycles, managed cross-border personnel databases, and established robust compliance audits across multiple regional field offices to ensure strict alignment with local labor codes. Her dual expertise in administrative compliance and personnel management has consistently enabled international organizations to maintain seamless operations in challenging environments.

Gulbahor is fluent in English, Russian and Tajik, and leverages her expertise to streamline business processes, mitigate administrative risks, and foster sustainable organizational growth.

Muhammad has over 18 years of cross-sectoral experience of good governance, WASH, food security, and public health. Muhammad holds a Master’s in Public Policy from George Mason University (USA), an MSc in Development Policy and Project Management from the University of Bradford (UK), and a Diploma in Oriental Studies from Khorog State University. His academic accomplishments combined with extensive field experience enables him to integrate policy into complex development environments and diverse cultural contexts.

Muhammad worked with USAID, AKF and Chemonics leading the design of MEAL systems, political economy analyses, and large-scale surveys. Additionally, he has authored over 25 analytical reports and evaluations across sectors, on topics such as water services, food security, and women’s economic empowerment.

An expert analyst and facilitator, Muhammad is skilled in applying tools like STATA and Power BI Kobo/ODK to drive evidence-based decision-making and adaptive learning. His professional expertise has directly contributed to data‑driven results-based programming and enhanced institutional capacity across the organizations he has worked with, improving their credibility and trust within communities and strengthening their standing with donors.

Firuza is a good governance expert and has been working in the field of local governance and community mobilization for over 18 years in the projects related to WASH and public health. She is a qualified hygiene promotion and healthcare expert. She has over 18 years of experience in the development sector and is a reputable trainer in the field of WASH and public health.

Firuza will develop and coordinate the implementation of all activities related to Water and Sanitation Governance at the local level, and will contribute to the development of the Partnership between key stakeholders at district and national level including local authorities, local hospital administration, MoHSPP, Tajik technical university.

In addition, she will assist in the organisation of workshops, training and events in both the national and district level. She is the WASH trainer at Equidev and fluent in Tajik and Russian.

With over 25 years of experience, Qutfullo has held senior leadership roles within the Ministry of Agriculture of the Republic of Tajikistan (MoART) and international programs like DAI Global’s Feed the Future, focusing on practical, results-oriented policy and technical advisory, especially in spheres like climate-resilient agriculture.

A distinguished graduate of Tajik Agrarian University with extensive international training, Qutfullo provides hands-on assistance to households in sustainable crop production, soil health, and water conservation. His career is defined by promoting climate-smart solutions and strengthening agricultural infrastructure at both the governmental and community levels. Through these efforts, he has consistently delivered technical expertise that balances practical farming needs with long-term environmental resilience.

Serving as Director of the Capacity Development Center at the Ministry of Agriculture, Qutfullo led the implementation of agricultural engineering standards and national mentoring programs. His previous leadership as Head of the Breeding, Seeds and Crop departments involved managing seed systems and supervising inter-departmental policy coordination. Complemented by advanced international training across the USA, Egypt, and Israel, he is a recognized expert in sustainable agricultural development and arid area food safety in the country.

Farhod Khalikov

Farhod serves as a field engineer and lead of the technical design and construction of water supply and sanitation infrastructure. He is responsible for all construction activities and quality assurance/control over its implementation.

His responsibilities include day-to-day oversight of DEWATS activities in target hospitals. He provides technical oversight of all DEWATS infrastructure projects including project technical assessment and design, creation of Bill of Quantities (BoQs), working with the design institute and construction companies, and daily monitoring of construction progress and handover to the hospital administration.

He has a rich engineering experience in regions of Tajikistan and has worked for various international organizations for more than 20 years. He is a former Oxfam Filed Engineer with Watershed for the Natural Resource Management Project funded by the European Union (Sughd region). Currently, he is an Equidev engineer with DEWATS projects funded by Lions Club. He is fluent in Tajik, Russian & Uzbek.

An award‑winning media expert with over two decades of international experience, Abdulfattoh has transformed strategic communications for NGOs, UN agencies and humanitarian organizations, and pioneered cost-effective digital initiatives. Abdulfattoh has been awarded multiple international journalism accolades and is a multilingual communicator fluent in Tajik, English, Russian, and Persian, and conversant in Arabic.

With senior communications experience at organizations like the International Trade Center (UNCTAD/WTO), ACDI/VOCA, IOM, IFRC, and the Tajik Red Crescent Society, Abdulfattoh has developed regional media campaigns that reached millions while significantly strengthening donor visibility and branding. As a digital journalism pioneer in Tajikistan, he launched the country’s first online media platforms and authored hundreds of analytical articles for Radio Free Europe and the Central Asian Analytical Network. His technical leadership extends to training journalists in ethical media practices, managing complex digital ecosystems for international agencies, and supporting local e-commerce development.

Alumni of the Fulbright Visiting Scholarship at George Washington University, an MA and BA with distinction in Oriental Studies, and doctoral studies at Tajik‑Russian Slavonic University, Abdulfattoh is also a recipient of multiple prestigious international journalism awards, including honors from the United Nations, ADB, RFE/RL, European Training Foundation and the International Federation of Journalists.

Since 2000 she has been working as Country Director for Oxfam International in different countries, including Azerbaijan, Tajikistan, Kenya and Somalia.

She has more than18 years of experience in the design and management of relief and development programmes concerning sustainable livelihoods, microfinance, community-based primary healthcare, WASH, inclusive education, community-based ERR, institutional accountability/local governance, gender equity, rights of disabled people and civil society development.

Shovcat has a PhD in Radiation Chemistry and has authored 20 publications based on scientific research results.

Seyed FaizSeyed has more than 20 years’ experience in setting up successful institutions, effectively managing complex development programmes and humanitarian responses for international aid organisations and providing consultancy services to companies and bilateral/multilateral agencies.

He has expertise in climate resilient agriculture, market systems and enterprise development, financial inclusion, private sector development, WASH, health and nutrition and gender justice. He joined Oxfam in 2015 as the Economic Justice Programme Manager and was then Deputy Country Director in Tajikistan before he took over the role of CEO for Equidev.

Before this, he worked with the Aga Khan Foundation, WWF and Deloitte in India and South Asia. Seyed holds a degree from the London School of Economics in the United Kingdom and is fluent in English, with conversational abilities in Arabic and Tajik.

Shahlo holds a degree from the Social Work Department of Stockholm University, where she acquired a robust foundation in social work principles and practices. Kate is the Country Relations Senior Broker for Oxfam GB, covering Asia, Latin America and the Caribbean. She has worked for Oxfam for 12 years, specialising in strategic governance and technical programme quality and impact. Kate has substantial field experience across all regions of the world, particularly fragile and conflict affected contexts such as Haiti, Myanmar, South Sudan and the Middle East. She has strong portfolio planning and investment skills, organisational and strategy development skills, and is experienced in managing risk and leading large, geographically dispersed, multicultural teams. Prior to Oxfam, she worked in HIV/AIDS and education in Brazil; mental health, substance misuse and homelessness in the UK; social entrepreneurship at the Skoll Centre of Said Business School; and postgraduate research in sociology at Oxford University.

Before this, he fulfilled various positions, such as business development manager, project manager and/or consultant and university instructor, in diverse companies, public institutions, and international and local NGOs in Azerbaijan, Jordan, Georgia, Iraq, Myanmar, Occupied Palestinian Territories and Israel and Tajikistan. Orkhan’s expertise is in improving market-based solutions for WASH products and services for customers using advanced marketing services, data-based decision-making tools, institutional/human capacity building and business innovations in both infrastructure building and value chain development. Orkhan also consults with the government on policy reforms and institutional development to enhance its potential in the implementation of national reforms.

With 25 years of experience across relief and development organizations, Tim specializes in program design and implementation that centers community participation in humanitarian interventions. His multifaceted expertise spans business development, cluster coordination, and the management of large-scale WASH initiatives. By integrating social accountability with robust monitoring and evaluation, he consistently builds institutional capacity and strengthens community-led development.

With over 22 years of experience across sub-Saharan Africa and Asia, Singe’s technical expertise focuses on strengthening climate-resilient water resources and sanitation infrastructure. He provides senior-level technical and institutional capacity-building support, frequently advising ministers and government officials on program effectiveness in challenging environments. His diverse background includes serving as a lead evaluator and advisor for UN agencies, multilateral organizations, and INGOs. Throughout his career, Singe has prioritized reducing vulnerability through conflict-sensitive interventions and a committed do-no-harm approach. Combining extensive research on climate-resilient water services and public health with a focus on institutional reform, he leverages his skills as a negotiator to manage diverse stakeholder relationships and ensure the effectiveness of multifaceted development projects.

Singe holds a PhD from Cranfield University (2016), with a doctoral thesis on “Managing Water Locally: An Investigation into Community‑Based Water Resources Management in Fragile States”. He also earned an MSc in Water Management (Community Water Supply) from Cranfield University in 2003. His academic foundation includes a BEng (Hons) in Civil Engineering with Water Engineering from the University of Hertfordshire, providing strong technical grounding in water systems.

In addition, Singe has co-authored analytical publications on water governance and humanitarian WASH in peer-reviewed journals such as Waterlines and ScienceDirect. His work bridges applied research and practice, providing pragmatic guidance for managing water resources and building resilience in complex, fragile, and epidemic-response settings.

As a trusted advisor, Shekhar provides strategic guidance on market‑based development, resilience building, private‑sector engagement, and results‑based management, strengthening institutional capacity and policy influence. He has led livelihoods and economic justice initiatives across the MENA region, Sub‑Saharan Africa, South Asia, and the Caucasus, delivering measurable improvements in income, food security, and resilience for vulnerable populations.
