The first ever Basin Forum of Groundwater Drilling Industry was organized by Equidev, as a local partner of Helvetas, under the Groundwater Management Project (GWMP) funded by the Government of Switzerland. The event brought together about forty (40) key stakeholders, including representatives from regional authorities, geology, environmental protection, industrial safety, public health, and private drilling companies. It served as the first platform in Tajikistan for open dialogue between government institutions and drilling operators on the current state and future development of the groundwater drilling sector.
Participants noted that groundwater plays an increasingly important role in ensuring water security and agricultural productivity in Tajikistan, particularly in areas where surface water is scarce. They emphasized that the drilling industry faces serious challenges, including declining groundwater levels, weak regulation, outdated equipment, and a shortage of qualified specialists. Farmers’ limited financial capacity, worsened by the low price of cotton, has reduced demand for professional drilling services, while unregistered and informal drillers offer cheap but unsafe alternatives that threaten both water quality and fair competition.
During the discussions, participants highlighted the need to modernize drilling technology, update technical standards, and strengthen coordination between authorities and the private sector. Recommendations focused on creating a service and spare-parts center, organizing regular training programs to build technical capacity, and establishing an Association of Drilling Companies to promote quality standards and cooperation. Participants also proposed financial and customs incentives to encourage investment in new equipment and professionalization of the industry.
As a practical outcome, a WhatsApp communication group was created to connect drilling companies and relevant institutions, enabling them to exchange information and coordinate activities more effectively. It was also agreed to hold such forums twice a year to maintain dialogue, share experiences, and monitor progress.
The outcomes of this first forum will contribute to the Groundwater Management Project’s ongoing efforts to strengthen professionalism, coordination, and sustainability within Tajikistan’s groundwater drilling industry.
